GENERAL
- Located one mile southeast of Manchester, 65 miles via I-24 southeast of Nashville and 70 miles via I-24 northwest of Chattanooga;
- 400+ acres owned by the City of Manchester;
- 2000 population of Coffee and seven contiguous counties = 378,067;
- Within 30 road miles are located one four year college, one university, one community college, and three state technology centers.
LAND USE FACTORS
- Inside of city limits;
- No 100-year flood areas;
- Only easement is one of about 3,800 LF for TVA 161 KV powerline;
- Elevations vary from 1070 to 1100+ feet and average about 1095 feet;
- Site soils are primarily Dickson and Sango silt loams on the surface underlain by a heavy clay pan at about three feet and then a cherty subsoil extending to limestone bedrock at 6 to 12 feet or more; Groundwater can be seasonably high but this has been successfully addressed in the same formation as the adjacent Coffee County Industrial Park with techniques of cutting and draining through the clay pan layer; With the use of such engineering techniques, the site’s soils are suitable for industrial construction;
- Seismic Rating 1 (American Standard Map);
- Phase I Environmental Site Assessment conducted in March of 2000 revealed no contamination except one minor area wherein three agricultural fuel tanks (about 1000 gallons each) had been located; Checks with state regulatory agencies in May and June of 2001 revealed no known landfills, hazardous wastes, Superfund sites or leaking underground storage tanks on the site;
- Nine state listed threatened and endangered plant species and two aquatic species are recorded as occurring within a one mile radius of the site; These are not likely on the 405 acre tract in questin due to heavy cultivation practices and its elevation of 10 to 30 feet above surrounding state owned areas to the north and west which are managed as oak barrens ecological and wildlife management areas;
- National Wetlands Inventory maps indicate no sensitive wetlands on the site; Wetland delineation underway;
- Checks with the Tennessee Historic Commission and Tennessee Division of Archaeology in May of 2001 indicated no known historic or archaeological sites on the tract; An archaeological survey is underway;
- Coffee County is classified “Attainment” for all air quality parameters, Nearest PSD Class I areas are the Sipsey National Wilderness Area 92 miles southwest in Alabama and the Cohutta National Wilderness Area 106 miles east-southeast in Tennessee and Georgia

TRANSPORTATION
Roads
- US 41 is located 0.3 miles to the south and the north border is comprised of Asbury Road, a county paved road;
- I-24 west is 2.5 miles west via US 41 and I-24 east is 1.5 miles south via US 41 and the AEDC Access Road
Rail
- Not rail service is proposed on site;
- Caney Fork and Western shortline is located five miles northwest in Manchester where a siding is available; Caney Fork and Western connects to the CSX mainline 11 rail miles southwest at Tullahoma.
Air
- Tullahoma Regional Airport (5,000 foot runway) 15 miles southwest;
- Nashville International Airport 65 miles northwest via I-24;
Barge
V.P. Serodine, Inc. @ Guild, TN – 57 miles southeast – Tennessee River Mile 430.2L or Alabama State Docks @ Bridgeport, AL – 57 miles southeast – Tennessee River Mile 413.6R.
UTILITIES & SERVICES
Water
- Water service will be provided by the City of Manchester from a 10-inch main line located along US41.
Wastewater
- Manchester operates a wastewater treatment plant with a design capacity of 3.4 MGD which presently receives about 1.5 MGD;
- 6-inch gravity line service along US41.
Electrical
- Duck River Electric Membership Cooperative will serve the site from a new 161 kv substation located in the Coffee County Interstate Industrial Park adjacent to the site.
Natural Gas
- Elk River Public Utility District maintains an eight-inch high-pressure gas line along US41.

Solid Waste
- Contract services available from BFI and Waste Management.
