COFFEE COUNTY JOINT INDUSTRIAL PARK

GENERAL

  • Located six miles southwest of Manchester, five miles northeast of Tullahoma, 70 miles via I-24 southeast of Nashville and 70 miles via I-24 northwest of Chattanooga;
  • 395 acres owned by Coffee County; About 340 acres are developable;
  • 2005 estimated population of Coffee and seven contiguous counties = 426,090;
  • Within 40 road miles are located three colleges and universities, one community college and three state technology centers.

LAND USE FACTORS

  • Outside of city limits and no zoning; however, a site grading plan must be approved by the Coffee County Land Use Management office prior to development;
  • On-site easements include approximately one mile of internal roads and 100 foot environmental buffer all along Crumpton Creek;
  • No 100 year flood areas;
  • Elevations vary from 992 to 1060 feet; Two-foot contour mapping available;
  • Other than the Coffee County Soil Survey, no soil data is available; Manchester, Tullahoma and the adjacent Arnold Engineering Development Center are built upon the same soil association; Depth to rock runs six to 12+ feet and seasonably high groundwater is generally 10+ feet deep except in the lower drainage’s;
  • Seismic Rating 1 (American Standard map);
  • Site studies include:

Phase I Environmental Assessment – Barge, Waggoner, Sumner, and Cannon- 8/8/00,
Jurisdictional Wetland Delineation – EMPE, Inc. – 7/26/00
Endangered Species Survey – EMPE, Inc. – 7/26/00
Archaeological Overview – DuVall & Associates, Inc. – 7/00;

  • Site is clear of contamination, some groundwater contamination exists in the area (not documented on site) at a depth of about 120 feet due to releases of trichloroethylene from the Arnold Engineering Development Center to the east; No impacts upon surface uses at the site;
  • About 20 acres of wetlands have been delineated and are being incorporated into the site design/lot layout;
  • Site development will not adversely impact any threatened or endangered species;
  • Site development will not impact any cultural resources;
  • Coffee is classified “Attainment” for all air quality parameters;
  • Nearest PSD Class I areas are Cohutta National Wilderness Area in Georgia and Tennessee 91 miles east and Sipsey National Wilderness Area 100 miles southwest in Alabama.

TRANSPORTATION

Roads

  • Joint Park Boulevard connects site to TN 55;
  • TN 55 (four lane) adjacent;
  • US 41A is 5.4 miles southwest and US 41 is 6.1 miles northeast;
  • I-24 is 7.3 miles northeast;

Rail

  • Not planned as a rail site;
  • Caney Fork and Western Railroad (shortline) is located 1100 feet west;
  • CSX mainline 5.4 miles southwest at Tullahoma;

Air

  • Tullahoma Regional Airport (5,000 foot runway) is 8.2 road miles southwest;
  • Nashville International Airport is 68 road miles northwest via I-24;

Barge

  • Nearest service at:

V.P. Serodine, Inc. @ Guild, TN – 57 miles southeast – Tennessee River Mile 430.2L or Alabama State Docks @ Bridgeport, AL – 57 miles southeast – Tennessee River Mile 413.6R.

 

UTILITIES & SERVICES

Water

  • Water service provided by the city of Manchester which is supplied by the Duck River Utility Commission (DRUC);
  • DRUC Operates a water treatment plant with a design capacity of 12.5 MGD which presently pumps 6.0 MGD;
  • Manchester provides water service from a ten inch line along the Old Tullahoma-Manchester Road feeding 4200 feet of 24 inch line coming to the entrance.  Internal distribution is by a 12 inch line along Joint Park Boulevard.  A planned system improvement will be a 5000 foot extension of Manchester’s 24 inch line to the DRUC 24 inch supply line at Rutledge Falls Road;
  • Proposed line sizes and present elevated storage tanks will give adequate fireflow protection; A future additional elevated water storage tank is planned for the site area;

Wastewater

  • Manchester operates a wastewater treatment plant with a design capacity of 3.4 MGD which presently receives about 1.5 MGD;
  • 12 inch gravity line serves the park; entering on the northeast side then southerly along Joint Park Boulevard;

Electrical

  • Duck River Electrical Membership Cooperative (DREMC), supplied by TVA, serves the site;
  • DREMC completed a substation in May 2007;
  • TVA 161 KV line is 1.3 miles southwest;

 

Natural Gas

  • Elk River Public Utility District maintains an eight (8) inch gas line along TN 55 just west of the site, a six (6) inch line (100 psi) along Hickerson Road,  and a four (4) inch gas line (25-30 psi) along Joint park Boulevard;
  • East Tennessee Natural Gas (Duke Energy) has a 12.75 inch transmission main 7.3 miles south of the site;

Telecommunications

    • Local telephone service providers – BellSouth and Z-Tel Communications; The nearest central office of BellSouth is Tullahoma, TN;
    • Long distance service providers – BellSouth, AT&T, Spring, MCI Worldcom, Qwest, and five other providers;
    • Wireless/cellular/mobile service providers – Verizon Communications, AT&T, Nextel, Spring PCS, Cricket Communications, and two other providers;
    • Internet service providers – Earthlink, Computer Café, First Internet Communications, BellSouth, Netzero, and twelve other providers; Fast, broadband service lines including ISDN and DSL are available through BellSouth.
